President Trump paused tariffs on Canada and Mexico on Monday, and China retaliated immediately Tuesday as a 10 percent U.S. tariff on all Chinese goods went into effect, announcing a series of measures including its own levies of 10 percent to 15 percent on some U.

The last-minute deal had echoes of Trump's first administration, when he threatened Mexico with tariffs and Sheinbaum Pardo's predecessor Andrés Manuel López Obrador defused the threat, sending thousands of troops under his newly created National Guard to deter migrants from crossing the border.
